Reference
This is a reference to a video of a person with smelling salts, his friend, who sounds like H. Jon Benjamin insisting he "just try it bro it's not that bad bro it's not that bad just try it", with a YouTube reupload of the video being titled "Bro got tricked by burger bob". The "burger bob" reference stems from H. Jon Benjamin voicing Bob Belcher from Bobs Burgers, although the title of the video calls him "Burger Bob".
Usage
Whenever somebody mentions something in a negative or positive light, and you disagree, you can say "It's not that bad bro its just not that bad" or some variation of it, such as these common ones: "It is that bad bro, it just is that bad.".
